Prof. Duncan Laxen BSc, MSc, PhD, MIES, FIAQM
Duncan is the Managing Director of Air Quality Consultants, a company which he founded in 1993. He has over forty years experience in environmental sciences. Originating from an academic background, Duncan worked in local government for a short period of time before moving into the private consultancy business. He has been involved in major studies of air quality, including nitrogen dioxide, lead, dust, acid rain, PM10 and ozone. He has been responsible for the Defra contract to appraise all local authorities’ air quality Review & Assessment reports, and has carried out air quality assessments for a wide variety of infrastructure projects including power stations, road schemes, ports, airports, railways, mineral extraction and landfill sites, and residential/commercial developments. He has acted as expert witness at numerous Public Inquiries. He has served on many UK and EC committees and working groups, and is currently a member of the Air Quality Expert Group (AQEG) and the Committee for the Medical Effects of Air Pollution (COMEAP).

Stephen Moorcroft BSc, MSc, MIES. MIAQM, CEnv
Stephen is a Director of Air Quality Consultants, and has worked for the company since 2004. He has over thirty-five years postgraduate experience in environmental sciences. Prior to joining Air Quality Consultants he was the Managing Director of Casella Stanger, with responsibility for a business employing over 100 staff and a turnover of £12 million. He also acted as the Business Director for Air Quality services, with direct responsibility for a number of major Government projects, including the management of the UK automatic monitoring network. He has considerable project management experience associated with Environmental Assessments in relation to a variety of development projects, including power stations, incinerators, roads, airports and mixed-use developments. He has been closely involved with the Local Air Quality Management process since its inception, most recently acting as lead author in the preparation of Government guidance. He has given expert evidence to numerous public inquiries. He has served on various UK and EC committees and working groups including the Project for the Sustainable Development of Heathrow, and the Air Quality Expert Group (AQEG).

Dr Ben Marner BSc, PhD, CSci, MIES, MIAQM
Ben is the Technical Director within AQC and has thirteen years’ experience in the field of air quality. He has been responsible for a large number of air quality and greenhouse gas assessments in the UK and abroad. He has specific experience in the application of detailed dispersion models and has contributed to the development of modelling best practices. He has provided public inquiry expert witness services, as well as support and advice to Defra, the Highways Agency, the Environment Agency, Transport Scotland, Transport for London, and numerous local authorities.

Penny Wilson BSc, CSci, MIES, MIAQM
Penny Wilson BSc, MIES, MIAQMPenny is a Principal Consultant with AQC, with more than ten years relevant experience in the field of air quality. She has carried out numerous assessments for a range of infrastructure developments including power stations, road schemes, ports, airports and residential/commercial developments. She also provides services to local authorities in support of their LAQM duties, including the preparation of Review and Assessment and Action Plan reports. She has provided expert evidence to a number of Public Inquiries.

Dr Clare Beattie BSc, MSc, PhD, MIES, MIAQM, CSci
Clare is a Principal Consultant with AQC, with more than fourteen years relevant experience in the academic and consultancy environments. Prior to joining AQC in 2006, she was at the Air Quality Management Resource Centre at the University of the West of England (UWE) where she worked on policy and assessment projects. Her work at AQC focuses on the provision of services to local authorities in the preparation of air quality Action Plans, Strategies and Review and Assessment reports. Clare also works closely with Defra and is currently managing the Defra Air Quality Grant Appraisal contract.

Laurence is a Senior Consultant with AQC. He joined in 2010 from Bureau Veritas, where he gained over four years experience in the field of air quality consultancy. He has completed a wide range of air quality monitoring, modelling and odour assessment projects.

Suzanne is a Senior Consultant with AQC, with over four years experience in the field of air quality management and assessment. Prior to joining AQC, Suzanne worked for Peter Brett Associates where she carried out assessments for new residential and commercial developments, as well as for local authorities. She has extensive modelling and monitoring experience, and has carried out odour assessments.
