Logika Group, supported by RPA, Morris Resource Economics, Andersons Centre, ABPMer and Lockhart Garratt, managed and undertook an evaluation framework and initial process evaluation for the 25 Year Environment Plan (25YEP).
The project was commissioned by Defra as part of the review and refresh of the 25YEP required under the Environment Act 2021. It sought to capture: what has been done to implement the 25YEP since it was published; whether the quality of the natural environment has improved; and whether a different approach or further action is needed to improve the natural environment for the remainder of the plan period. The first workstream focused on identifying gaps in delivery of each of the 10 25YEP Goals and identifying actions for filling these gaps. The second workstream developed an evaluation framework for process, impact, and value-for-money evaluation (including Theories of Change), and undertook an initial process evaluation of the 25YEP.
Logika Group led the research and evaluation work undertaken for Goal 3 (Thriving Plants & Wildlife), Goal 6 (Enhancing Beauty, Heritage & Engagement with the Natural Environment) and the cross-cutting theme of a ‘natural capital approach’ which underpins the delivery of the 25YEP, recognising its value for government and all society to improve decisions. Goals 1 (Clean Air), 7 (Mitigating and Adapting to Climate Change) and 8 (Minimising Waste) were also led by Logika Group.
